Empty the tank and take it off. Then but a piece of chain or several nuts or ball bearings or some such in there. Put the cap on the tank and shake vigorously. Dump the stuff out and rinse the tank out with kerosine. Now you can coat the inside of the tank with sealer. You can get the sealer at an auto parts supplier or at a motorcycle shop. Best bet is the motorcycle shop, since apparently this is a frequent problem with motorcycles.
