Well, if they were both rebuilt and ran fine, that indicates to me something environmental, like corroded points as has been suggested. While a dual coil failure is highly unlikely, who knows. The impulse is also a goo check, but you should even get weak spark on a good mag turning at hand speed without the impulse. I know my E4A throws a healthy spark at hand speed without the impulse.

clean the points, and make sure there is no water in the points compartment.

I would also attempt pull starting them. We can go from there.
