Plugs Full of Carbon

I've been trying to get my Super C running right and think I'm getting close. It won't run full throttle without being partly choked and wants to stall mid throttle unchoked. I had a really bad manifold and just replaced that, cleaned out the tank, filter in carb, carb, and line and is getting plenty of gas. I pulled out the plugs (Champion 18YC) and regapped them but noticed they're full of carbon - jet black. The idle screw(?) on the carb doesn't seem to be doing anything. Any help?
