If it has fuel pressure on the gauge, The rack in the pump is probably stuck. This is easy to fix and can be done (I did0 on the tractor. Take pictures and look at diagrams. There is a plunger that moves within a sleeve. Old fuel will dry on the interface and gum the two together. Using carb cleaner, and small forces it can be freed. Jim
