Axle in picture is not a 39 inch axle. Does the housing axle goes in have the casting number you posted in the first post? If not can you find a casting number on the housing? If it is the same cast # as the first post check out my other post.
I corrected a number that I messed up.
Only 60 series tractors I can think of using a bolt in the axle end are the 460 utility, or other 460 made like one, or a international 560 type. Don't think a 460 utility type with splined axles used a 2-3/4 axle.
