f-12 It's all done now she won't start

The tractor is finally back together,painted and with many new or rebuilt parts.Finished putting the mag back on the f-12 yesterday.Completely rebuilt by an old boy who still knows how. Hooked up the spark plug wires and timed it. The fuel pump that i rebuilt wasn't working so I put the old parts back in the sucker and now it works fine. But i don't seem to be able to crank long enough to get it to run. 1 hour and I'm all done. It coughs a little and then acts like it's flooded. Where should i set the throttle lever, and any other tips would be greatly appreciated. Thanks in advance Carl
