Do governor springs go bad? And other sad Qs

My motor does not rev to its limit, also it does not idle as low as the specs say it should, the low idle screw does not touch the stop. It is a F460, early governor. I hope my gov does not need a rebuild!$$$ Maybe related the little arm that goes through the casting next to the HydraTouch levers was wrenched out of shape, I streightened it but will replace as the shaft is worn too. the link between it and the throttle shaft was worn so I welded metal back on and ground it back round and to size, area was down to 3/16 and it started out at 5/16, this removed 80% of the play. Any help in this area is welcome as this is new to me. My goal is to raise the rev limit 200 rpm over the specs for the 460, still less than later specs for longer stroke versions.
