If you want to clean the actual mesh inside, you have to take the air cleaner off the tractor. Now get about 2 or so gallons of kero or diesel in a 5 gallon pail. Let the air cleaner soak for some time, moving it once and awhile to break up the oil and dirt built up in there. This was supposed to be done every year or more depending if the tractor was used in heavy dust conditions. If you need more info the operators manual has it all listed out.
