Provided everything else in the system is okay. Remove the carburetor and make sure the air valve plate is straight and has the same opening all the way around. If the parts look okay and the opening is in the 3/32 to 7/64 range try the the opening about .010 more. IH made some carburetors with a outside adjustment for idle, mostly found on standard tractors or industrial. Some found there way to Farmall tractors.
