That is a 39 or an early 40. Serial break for the platform and seat was 15697. The seat changed with that number and the trans cover did not have the "slot" in it. The spoked wheels you mentioned were cut offs with a rim welded to the spokes. IH never put rubber on spoked wheels on the letter series. The statement about the missing piece and cultivator hardware could be found on any H or M through the Super Series. That is a very nice and accurate tractor.
