I believe TA and IPTO were options because IH didn't want its customers complaining about "forced obsolescence" and being forced to pay for features that they didn't necessarily "want."
Remember, many farms were still <10 years out from having horses. Going from horses to live PTO, live hydraulics, and TA would be a bit of a "culture shock." It would be like going from an ox cart to a spaceship as your primary means of transportation.
