Yes, part of the seal is still in there. DON'T TAKE THOSE SIX(?) BOLTS OUT AND USE THE THREADED HOLES!!! You WILL break things. There is a couple hours worth of work before you can do that. I would start on the top and fold the edge in. It should be easy enough to get out after that.
Some guys have had good luck drilling a hole and screwing a screw into the seal. Then you can use a hammer or pry bar and pry on the screw to get the seal out.
If you use two seals put a little grease between the two seals or there is no way for the outer one to see any lubrication and it will score the shaft and you will be better off without it.
