I would first use or borrow a laser tach to see what rpms you are actually turning at full throttle now, then go from there.
There is a ball joint swivel that screws onto a rod at the junction of the hand throttle lever right behind the air cleaner inside the mounting bracket on the left side. Replace it if the ball has a lot of play, the only way to tell is have someone on the seat move the throttle lever back & forth while you watch the rods to see exactly where the play is.
Linkages are usually worn at all the pivot points and may need to be bushed to take out the slop at each point.
As mentioned above the governor linkage to the butterfly on the carb inside the housing is always gummed up & sticky, I would try getting that cleaned out & lubed up first, the go to the linkage pivots to see if there is any major wear or egg shaped holes. The governor throttle stop screws may need adjustment also, but I would do that last after all the linkages are working properly.
