Just a shot in the dark, but is the Tele-depth control linkage connected? It should run from the (sitting in the operators seat) leftmost valve assembly to the fast hitch hydraulic cylinder. Depends if it is the cable style, or linkage style. The cable may be defective, or the linkage binding/bent/stuck. To my understanding, the power steering pump is piggy backed on the hydraulic pump (it is on mine), which you replaced? Was there a smaller pump there at all?
I had ordered the manuals for mine,(hydraulics system, engine, etc.) when I got mine. The $ spent on the literature will save you headaches and $ in the long run. At least it seems to help me. Best of luck! I am sure someone on here knows what is troubling your tractor.
