Maybe you have a radiator leak, or the radiator has overflowed throught the overflow tube, which is in that area. The oil is probably coming from the front engine seal, or from the steering gear. Is the oil milky looking or is the water just droplets? If droplets, I'm betting on water from the radiator overflow or a radiator leak. If you find the oil is coming from the front engine seal, just keep using the cardboard and check the oil frequently.
