If you are speeding it up to no load rpm by hand below the vent cover and the external and internal lever is to maximum travel with stop bolt backed off? Its still not adjusted correct, worn linkage, spring still weak, binding governor bearing sleeve or incorrect parts. Make sure the fork and bearings from spring to throttle linkage moves free on piviot shaft.
Also check that a power unit governor wasn't installed in the past.
Also did the old spring have a yoke and pin?
