Hi Back in the day when I was running my shop it was always that ? So it was standard practice to remove the cover on the third arm for inspection youcan see the diff have some one run the tractor the see if the diff turns if it does then jack up one side at a time and turn the wheels by hand and listen they turn hard if diff doesn't turn then it could be clutch hub you can drop the bottom cover from the ta housing to see if any thing turns. That is one thing about IH tactors is you can take a lot of covers off to see what is wrong. One more thing run a magnet through the oil in the trans case to look for clues. good luck on your quest.
