There are two petcocks in order to get rid of contaminants. First you open the bottom one until it drains, then you close it and open the top one, then add oil until it comes out the top one, then close it. That way you drain off any gasoline or distillate that has gotten past the rings. Kind of a lazy man's oil change. Todays oils can deal with contamination better, so you can just think of them as equivalent of the "full" and "add" marks on a dipstick.
