On my B, that plug has a square head. If it's the one I'm thinking of, it is removed to drain out that last bit of oil that sits there in the filter boss. You would do that if you were overhauling the motor, and I could imagine somebody overlooking it 'til they started the motor and oil came out, so they had to hurry and find something to plug it.
