They are mounting brackets for a front mount cultivator. I believe a 68, as the 78 and 85 were a little bigger. I do not know how you have mounted one of those cultivators on a 400 as it also has a front bracket that the cultivator is bolted to, and a 400 has the hand crank shaft sticking out.........Perhaps they came off a 460, where they would have bolted to the side frame rails. I will see if I can find a picture of my 560 with them on.
