I don't have a C113/123 as new as a 1954, but the three 113's I have do not have dots, but a single very fine mark at TDC. As indicated someone put those marks on it. As gene says, If you install the wires, distributer and rotor correctly, and put it on TDC it will start. Also when #1 is on TDC that mark is a lot easier to find.
