A PO MAY have made the two white marks, one for TDC and the "earlier" one corresponding to advanced running timing when checked with a timing light at rated RPM's.
It's EASY to determine if the TDC mark is correct by inserting length of copper wire or a drinking straw into the #1 sparkplug hole and SLOWLY bringing #1 up on TDC by hand cranking and noting the point at which the wire or straw rises to it's highest level.
