They are cylinder jacks. The reason for fishtailing--besides already mentioned, the wheels are too high. See if there is a hole on the hold-up plate that will keep the blades off the road- but will let the wheels "lay back" & put more weight on the hitch. When the wheels are full up position, the weight is balanced on the wheels. I'd pull it home--taking my time about it.
