The brake pan that contains the braking system has an activating rod that runs through the side of the brake pan and into the transmission housing of the tractor.The end mounts into a brass bushing which fits into a hole in the transmission casting. This bushing is likely worn and the brake activator rod is likely corroded and rusted so much that it will not let the brake move freely. Remove all bolts holding the pan in place and the whole works incuding the cativating rod will come out with some work..because it is likely rusted you will have to lube/pry/wiggle /get a pry bar under the pan and as close to the trans mount as you can..I wrestled one for half a day before we drove a large pry bar in and moved it.Once you get that brake pan and all the assembly(in one piece) you should be able to figure out what needs cleaned and lubed/new parts and/bushing. The trans housing hole can be cleaned up with a dremel tool.You can buy brass bushings from your Case-IH dealer, or buy a piece of brass stock and make your own..good luck/be patient getting that brake pan off.
