Try turning in the idle adjusting screw #22 clockwise until it stops. This is fully closed. Then turn counter clockwise 1 full turn. This should get the fuel set initially. Tune it later to get the best setting. If this doesn"t help and after adding new gas I would pull the carb. again and remove the idle screw, metering jet and any rubber washers and brass parts. Let it soak in carb. cleaner again. Something is stopping the proper mixture of air and fuel. Does it work better with the air cleaner hose off? If so look for an air restriction in the oil bath air cleaner.
