Do I need a ballast resistor??

I recently converted my IH 300 Utility from 6 to 12 volts negative ground. I installed a 12 volt coil and have seen in numerous diagrams you should put a ballast resistor on the positive side to knock the voltage from 12 to 6 volts. I thought I remember reading a post on this web site awhile back saying if you had between 3-4 ohms resistance between the leads on the coil a ballast resistor was not necessary, it was already built in. I measure 3.5 ohms on mine. Do I still need to install the resistor?? What will happen if I do or don't install one? Any comments would be appreciated.
