An f14 question for f14

I read your response regarding the f12 Rock Shaft question that you answered. I have a couple more questions, as you seem pretty knowledgable on these tractors.
I'm starting a restoration on an f14. I've got one running and started to test the rock shaft and transmission. My rock shaft wasn't working, but I just added oil assuming that the plug in the back is where it went. It now works fine. You answered one of my questions about the rock shaft running all the time when the clutch is out. My question is, I didn't think it was suppose to and I'm assuming that the belt pulley is running on the same shaft. It also runs all the time. Now I see there's a lever behind the rock shaft pump, it doesn't appear to do anything. When I had it running I slowly engaged and disengaged this lever, I could feel a slow grind of gears when it's running, but I don't notice what it's doing. Could you please enlighten me before I pull my running motor and put it in another tractor to test another tranny. I would be interested in visiting with you on the phone.
