7.5 gallons per hour may be problem. I can drain the tank on mine and fill a 5 gallon jug in 5 to 10 minutes depending on if I drain off the 3/8" line coming from the tank or the 1/4" steel line going from the sediment bowl to the carb. Your fuel tank outlet or sediment bowl may be partially rusted up.
I'd remove everything from the tank. Then let us know. Your problem really sounds like a gas flow problem from the tank to the carb and not a needle and seat issue.
As for needle and seats, you just have to do a pars search on caseih.com for model tractors and combines that may have a larger carb. Then take those numbers to the dealer and measure them. They may not stock much which is hit or miss.
