Thanks everyone. I am going to go ahead and take the carb off. I'll get it all cleaned up and reassembled. I'll go ahead and clean and lube the governor and the throttle tube. Then we'll see what happens. I've looked at the governor and it didn't look gummed up or anything. I'll report back.
Here is a video I shot of it on my phone yesterday when we got it started. My daughter was helping and she was pretty excited to see it run! She is going to have to gain some weight before she can push the clutch in enough to drive it herself.
