656 hydro 3 pt wont lift all the way up and reverse is slow

Does anyone know anything about 656 hydro pumps ? The power steering is good, foward is good , but reverse works but it stops alot when you are moving backwards. You have to move the lever back again and again to keep moving. Also the 3 pt. does not pick up all the way . Is this the pump? Where is the pump located? The filters was changed and the oil is full and clean.Does this tractor have 2 pumps? where? Can any one help me? THANKS Joe.
