Dan - Whether or not there's governor spring tension with the engine stopped depends on where the throttle handle is set. Should be no tension with the handle set at idle, and strong tension when the handle's set at maximum speed.

Unsteady idle could be caused by bad carb adjustment, a vacuum leak someplace, binding in the governor to carb linkage, or worn linkage parts.
