Could be either a carb or governor problem. Quick way to tell: With the motor warm and idling, slowly close the choke. If at some point the motor stops surging and smooths out, you've got a plugged idle circuit in the carb. Time to clean and rebuild the carb.

On the other hand as you pull the choke, if the exhaust begins to smoke black and the surging continues, the carb's probably OK - it's a problem in the governor (either a bad linkage adjustment or a worn bearing someplace.)
