The shaft comes out the back, the side opposite the gear. There is a shoulder on the shaft that rests against the outside bearing inner race and won't let the shaft come out towart the gear side. There are two bearings on the shaft, one behind the oil seal on the outside and another on the inside behind the gear. If you want to get the shaft out, you will have to remove the weld to where you can get the gear off. The gear and woodruff key have to come off to get the shaft out. You can't drive the shaft out through the gear, as the woodruff key will hit the housing and prevent driving the shaft out. The gear is supposed to be retained on the shaft with a heavy washer and a bolt in the end of the shaft. I think I see part of a broken off bolt in the center of the weld in your photo. If I had your situation, I would try to find a complete PTO unit at a salvage yard and scrap the one you have now.
