The gear is coupled to the shaft with a woodruf key. There is a diameter change from what I can see (caseih.com search for parts) I believe it must come out the rear. A ball bearing, and a bushing are on the other side. The woodruf key is probably snagging in the hub of the gear. As far as welding it. That may be the only way to make what you have work at all. putting it in a lathe large enough to turn the shaft while letting the housing float, might allow the removal of the existing weld, forming a 3/8 deep X 3/wide groove at the point the shaft fits the gear hub. A good welder with 7018 or 100 series rod could make it work. No guarantees. (but there weren't guarantees on the original weld either. It probably had shrink cracks in it from just after it cooled.
