A person may have some luck in cleaning/buffing/polishing the contacts on the cutout relay (one of the coil relays inside the Voltage Regulator) but do it gently as once all the shiny silvery coating is gone they can stick again. Its supposed to be open when shes setting not running (otherwise the genny draws current n spins like the DC motor it is) and be closed only when the genny is running and at higher then battery voltage. Id insure the VR has a good clean solid connection to case/frame ground often on the Generator body or elsewhere.
