There is a seal under a snap ring under a dust cover after you pull the wheel. No need to pull the hand pump or the dash. Go to caseih.com and do a search for parts and 856. Once you get the snap ring out, you may need to turn it over or start it to blow the old seal out. Or unhook a hose and blow air into it. Probably need a gear puller and possibly apply some heat to pop the steering wheel loose as it is on a splined and tapered shaft.
