Your stems that the lights mount to are held in place by square-head set screws, one for each. Should be readily visible. You might try loosening them up, removing and cleaning up the stems if possible. And a shot of brake cleaner throught the open holes. At the very least roate them 180 and take a new bite with the set screws.
Any problem outside that is in the light housing or its mount as the others have described.
