That seems too high, but the $400 to 700 suggestion sounds way low. The implements are worth that. If it is as good as you describe, it would probably be worth the asking price IF it was running and ran OK. It sounds like it plus $1,000 of engine work would make a tractor worth the money.
Don't fall in the trap of getting it running for him, just so he can sell it to you in running condition. You might counter offer that if HE gets it running and it runs OK you will give him $2,500.
