A few tractors that used a 7078 U-3195 were the Allis Chalmers 1937 WC with the 201 engine and the 1935 WC. They did not use the one with the C suffix. That C could stand for any minor change made to the carburetor such as a different linkage or any other change made to the carbuertor.
