Sounds like you have a flat spot on the starter.
Disconnect everything, take your starter off and
give a turn or two with your hand. Place it back
on the tractor and try turning it over. If it starts, take your starter in to a nearby starter
repair shop and have it gone through, you may have
some bad brushes inside.
