Mike - So long as you have an exhaust stack flapper to keep rain/snow out, any moisture in the exhaust comes from exhaust condensation. As the engine warms as the manifold temp exceeds 212 deg the condensation will cease. And any moisture left inside will quickly flash off.

Regarding drilling a manifold drain hole: DON'T!
I've had the "pleasure" of running both a tractor and a stationary power unit with owner-installed manifold drain holes. The drains caused constant, annoying "bird chirp" sound whenever the engines were running. Also blast from the cooling fans caused exhaust fumes to be blown directly back onto the operator. Not good!
