There should indeed be near battery voltAGE ON THE BAT and LOAD terminals on the VR but once running at RPM there obviously must be more then 1 volt on the Gennys ARM post or GEN/ARM on the VR as those are wired together. If you only have 1 volt on the gennys ARM post when running shes NOT charging.
Jim was kind enough to post above a link to my Troubleshooting procedure so run through that n see what you find. In its Para 5 it tells how to determine if non charging is a Genny versus the VR problem and for sure be sure the genny is polarized as Bob pointed out
