I had the same problem on my H, only with a stock H carb. The fuel flow looked good but I had nothing to compare it to, so like a novice I rebuilt the carb. Tested and found same problem (but I have experience rebuilding the carb now!). I took a flashlight and looked in the tank and found a bunch of stuff in the inlet line inside of the tank. I also found an old gas can cap in there too, siting on top of the inlet. I used mechanic wire wired on the end of a wooden dowel and pushed the crud through (I filled up the glass sediment bowl 3/4 of the way full!) and then cleaned the glass bowl. Then I refueled and tested-- OK! Runs better than it ever did since I owned it. Hope this helps.
