You may be adjusting on the wrong stroke and both valves could still be closed and you would get way too much clearance. Watch the mate cyl, in other words, to adjust number one cyl you look at valves on number four cyl and the exhaust should just be closing and intake starting to open when you adjust number one. Stick your finger in spark plug hole and turn engine and when you feel compression turn to top dead center and adjust that cyl. Several different ways to end up with same results. On them old engines you can even adjust with engine running if you like. I don't.
