There are a couple of answers. If all you are going to do is replace the gear, then not a big job.
If you take it a step further and replace brushes and bushing, the armature will need to be turned and the commutator undercut. Still not a huge effort, but if you have never worked on a starter or generator before, I would consider taking it to a auto electric shop, as this is best done on an armature lathe.
As far as the flywheel, take the starter out, and inspect the ring gear on the flywheel. You will have to make your own judgement on that, as the condition of the teeth will tell you whether or not that needs to be done. Often, you can just pop the ring gear off, turn it around and re-install. I never did one on a Cub, but it should work.
