574 Diesel Steering Problems

I recently purchased an IH 574, produced in the mid 70's. I'm having a problems with the steering and am wondering if anyone can help me out. Steering becomes very stiff sometimes and tractor will start to wonder. Other times it seems perfectly normal. At last service, I noticed small amount of metal flakes in hydrolic oil filter when I cut it apart. Does this problem sound serious (expensive), and what might have caused this problem. Any help would be appreciated. Thanks
