That's what it sounds like to me. Check to see if the throttle lever at the carb moves freely. (engine off) If the governor is okay, you should feel spring tension when you try to move the throttle. If it moves freely, you got a broke governor spring. If it won't move at all, you got something else busted in your governor.

Bet that was a heck of a ride in 4th gear...
