A few H tractors have an adjustable surge control screw on lower rear of governor. My own 45 H has one. I have no idea if it was on when dad bought it new or if it was added later. If it does, remove it and look at the spring to see if it is broken. After you have adjusted the carburetor and made darn sure the linkage from governor to carb is perfectly free and not sloppy you can adjust the surge buttun in until it quits hunting. On another note, if the throttle plate in carb is in upside down it may cause this problem also. The plate is beveled each side opposite ways to obtain a nice clean closure of the air. Any slight binding in throttle will make it surge also.
