What tractor where you driving? I got a John Deere 60 with a chrome pipe, and my god is it loud! I don't see anything wrong with that. I'd let him call the cops. No permit or anything is needed or required in any way to operate farm equipment on any public road. (except for highways) It let it run full throttle and make a lot a noise for the heck of it. I'm 12, and I drive my 60 and my Farmall AV all over town. The council lady at my school would enthused if I pulled up on my tractor.
