I am of the opinion that the oil is recirculating to the reservoir through the control valve and is therefore not making pressure. Being unfamiliar with the valve, there is little that I add. You could hold the control in the lift (up) position and open the return line from the control valve and see if you have excess oil flowing. I would wager this is the case. Something is wrong in the valve letting the oil escape instead of sending the oil to the cylinder under pressure to do the work intended. Remember also, that in a two way system, the outlet of a cylinder must be permitted to drain as the inlet is pressurized if the cylinder is to move..
